A custom tread profile was made and duplicated using an array modifier with object offset to rotate the tread into a circular shape.

The spokes were modelled manually, with the vertices adjusted to the desired location and bevelled to create smooth, realistic curves. Adjustments were made to create small imperfections.

The metallic and rubber materials were created using a combination of procedural and hand-painted layers. Generators driven by ambient occlusion and curvature maps were used to create realistic wear, rust, and dirt.
